EU moves on 21st Russia sanctions package after approving fresh aid for Ukraine

“The EU has finally adopted the 20th sanctions package. But we are not done yet. Russia finances its aggression through energy exports. These taps must be shut off completely, including by banning maritime transport of its oil. We will keep up the pressure until Russia stops the war and returns to its borders,” Tsahkna said.

Tsahkna said work on the next package of sanctions against Russia is already underway.

He added that Ukraine will not be left on its own.

On April 22, EU ambassadors approved EUR 90 billion in financing for Ukraine as well as the bloc’s 20th package of sanctions against Russia.

Earlier, Hungarian Prime Minister Viktor Orbán had blocked both the legal changes needed to provide the loan to Ukraine and the 20th sanctions package, using the requirement for unanimity. He demanded the restoration of the Druzhba oil pipeline, which was damaged in a Russian attack in January. Hungary and Slovakia had received Russian oil through that pipeline.

On April 13, 2026, Péter Magyar, leader of Hungary’s opposition Tisza party, which won the parliamentary election, said he supported the agreement on the EUR 90 billion loan for Ukraine, which allowed Hungary to opt out of financing it.

Ukraine completed repairs to the Druzhba oil pipeline and restored its operation on April 22, according to reports.
