Russia may exhaust resources for war against Ukraine by 2028 – Ukrainian intelligence

"Russia has the military and economic resources for the next year, but according to our estimates, they will be exhausted in 2028," he said during an interview with international media at Ukraine's military intelligence headquarters in Kyiv.

Ivashchenko said Russia recruits about 1,000 to 1,200 people a day, while Russian forces suffer about 1,400 to 1,500 casualties daily on the front in Ukraine, with about 60% of them killed.

At that rate, Russia's military would suffer an additional 765,800 casualties over 18 months of fighting, including 459,480 killed and 306,320 wounded, The Times reported. That means nearly 10% of Russia's male population ages 25 to 49 could be affected by the war by 2028.

Ivashchenko said the figures contribute to a lack of support for Vladimir Putin's war effort.

"Morale [in the Russian army] is very low because nobody wants to fight. Morale among the Russian population is also very low: Most people don't actually want the war," Ivashchenko said.

Ivashchenko previously estimated that more than 60% of Russians oppose the war. He said this was due to the economic situation and Russia's heavy personnel losses.

On Sept. 9, Ukraine's General Staff said Russian forces had suffered more than 1.5 million troops killed or wounded since the start of the full-scale invasion of Ukraine.
