Civilian casualties and delayed trains – Russia targets Ukraine’s power grid

A Russian missile strike against a thermal power plant in Kharkiv has left two workers dead and forced firefighters to spend the night extinguishing the resulting fire, regional governor Oleh Synehubov said in a Telegram post on Sept. 12.
The attack occurred late at night on Sept. 11, and has left millions of people without power and water across Kharkiv, Donetsk, Sumy, Poltava, and Dnipropetrovsk oblasts. Several hours later, power was restored to all affected regions – except Kharkiv Oblast.
Furthermore, the missile strike led to train delays in Kharkiv, Poltava, Sumy, and the oblasts, with delays ranging from 15 minutes to two hours.
By Sept. 12, most of these have since been resolved, although disrupted power in Kharkiv means that the Kharkiv–Odesa and Kharkiv–Invano-Frankivsk trains are still experiencing delays of approximately 45 minutes.
The rail connection between Kharkiv and Kyiv is operating nominally.
