Senior Kyiv administration official accused of faking medical records for disability benefits

A high-ranking official from the Kyiv City State Administration (KCSA) is suspected of forging medical documents to obtain disability benefits, the Prosecutor General's Office reported on Telegram on Jan. 29.
The first deputy director of the Department of Urban Development and Architecture of the KCSA is under investigation for allegedly forging and using falsified medical documents to secure a disability status. Sources within law enforcement agencies have identified the official as Oleksandr Yastrubenko, NV has learned.
According to the investigation, in 2022, the official sought a medical examination at a Kyiv healthcare facility to obtain a disability classification. However, the cardiologist found no health issues. Following this, the suspect reportedly forged an official medical form using genuine details and inserted false data about heart conditions.
A year later, the individual underwent a similar examination and, upon receiving an unfavorable result, again falsified the document by adding the necessary medical indicators.
Subsequently, he submitted the fake medical reports to a specialized cardiology medical-social expert commission, which then granted him a second-degree disability status until July 2025.
Under the procedural guidance of the Kyiv City Prosecutor's Office, the official has been charged with forging and using knowingly forged medical documents (Part 1, 3, 4 of Article 358 of the Criminal Code of Ukraine).
The pre-trial investigation is ongoing.
