The Russians are planning to intensify mobilization activities in the temporarily occupied territories of Luhansk Oblast, legitimate Ukrainian regional governor, Artem Lysohor, reported on Telegram on March 26.
This is a preparation for forced mobilization, during which the Russians will determine how many men they can draft without searching for them. Those who are not on the submitted lists will have their deferments canceled.
On March 18, Ukraine’s Defense Intelligence (HUR) spokesman Andriy Yusov said that after the sham presidential “election,” Russia could conduct conscription more openly.
Earlier, British intelligence reported that Russia was likely to be able to form two new armies as announced by Russian Defense Minister Sergei Shoigu, but that the new units would face logistical problems.
