The Finnish Parliament, known as the Eduskunta, unanimously approved the Defense Cooperation Agreement (DCA) between Finland and the United States, according to a statement published on the parliament's official website on July 1.
The Defense Cooperation Agreement (DCA) between Helsinki and Washington, signed on Dec. 18, 2023, has completed its parliamentary approval process. The agreement facilitates the movement and operations of U.S. forces in Finland. American defense equipment, supplies, materials, and soldiers can now be deployed to Finnish territory under this agreement.
As part of the DCA, Finland will open 15 military bases for potential use by the United States.
Finland officially joined NATO on April 4, becoming the alliance's 31st member state. This accession doubled the length of Russia's border with NATO to 1,340 kilometers.
The Russian Foreign Ministry criticized Finland's NATO membership. Dmitry Peskov, spokesperson for Russian dictator Vladimir Putin, called the expansion a threat to Russia's security and threatened countermeasures.
On April 9, Norwegian Defense Minister Bjørn Arild Gram announced that NATO plans to establish a headquarters in Mikkeli, southern Finland. The Enhanced Readiness Headquarters will operate around the clock and report to the Joint Forces Command in Norfolk, Virginia.
