Kremlin-linked analyst outlines Russia's demands for Ukraine in new interview

As Donald Trump and Vladimir Putin prepare for a possible conversation and future Ukraine talks, Russian propaganda has released an interview with Kremlin-linked analyst Fyodor Lukyanov, reaffirming Moscow's demands for Ukraine's de facto surrender, the Institute for the Study of War (ISW) reports on Jan. 31.
TASS published a January 30 interview with Fyodor Lukyanov, a leading member of Russia’s Valdai Discussion Club, titled “Don’t Count on Big Agreements,” discussing Kremlin efforts to shape expectations for potential talks between Vladimir Putin and Donald Trump.
The Institute for the Study of War (ISW) notes that while Lukyanov does not hold an official government role, his statements align with those of Putin and other Kremlin officials, suggesting Moscow aims to downplay the likelihood of a peace deal and reinforce its negotiation stance.
Key points from the interview include Russia’s insistence that peace talks should focus on NATO’s expansion, not territorial disputes, with Lukyanov stating, “As much as you have taken, so much is yours.”
He suggested Russia would demand U.S. recognition of its claims over occupied Ukrainian territory and seek changes to NATO’s security posture in Eastern Europe, though he acknowledged such agreements were unlikely.
ISW sees the interview as part of broader Kremlin efforts to pressure Trump into accepting Putin’s demands, which would weaken NATO and abandon Ukraine.
Lukyanov also implied that Trump disrespects European allies and could be more susceptible to Russian intimidation than the Biden administration.
