Ukraine Defense Ministry presents soldier rights reform plan

Defense Minister Rustem Umerov has presented President Volodymyr Zelenskyy with a concept for establishing the institution of a military ombudsman, the Ministry wrote on Telegram on Dec. 4.
This statement comes after his first announcement of plans to appoint a military ombudsman dedicated to protecting service members’ rights made on Nov. 18.
The creation of the Central Directorate for the Protection of Servicemen's Rights comprised the first step toward this goal.
“This is an important initiative aimed at the systemic protection of the rights of our soldiers,” Umerov explained.
The next phase will involve officially introducing the military ombudsman, who will be equipped with tools to safeguard the rights of military personnel, reservists, and their families, as well as address systemic issues.
President Zelenskyy has instructed that a draft law be prepared for presentation to the Verkhovna Rada, where it will soon be put to a vote.
“This initiative aims to ensure a high level of support and justice for our soldiers, reinforcing the idea that a strong army relies not only on modern equipment but also on the protection of its people’s rights and needs,” the Ministry concluded.
