Russian Duma deputy speaker calls for leveling Ukrainian cities to force surrender

Pyotr Tolstoy, Deputy Speaker of the Russian State Duma, called on Russia to openly bomb Ukrainian cities to demoralize the population and force a surrender.
Tolstoy made the comments during an August 27 appearance on Russia’s Channel One propaganda talk show “Vremya Pokazhet” (Time will tell), according to independent monitoring channels.
When asked what would happen to the more than 20 million people living in Ukraine if the territory were turned into “scorched earth,” Tolstoy proposed giving city residents a 24-hour warning before the attack so they could evacuate.
“You think we're calling for atrocities? We're calling for the public to be demoralized to the point where they'll march to meet our troops with their paws raised,” Tolstoy declared.
Independent monitoring channels noted that other Russian lawmakers have made similar extreme statements. State Duma deputies Andrey Gurulev and Andrey Kolesnik both previously called for relentless, merciless strikes on Ukraine, while Rodina party leader Alexei Zhuravlev openly proposed the extermination of half the country's population.
Ukrainian intelligence agencies reported on August 27 that Russian authorities are preparing a large-scale mobilization campaign to draft 600,000 soldiers in 2026-2027.
